New Delhi: The National Medical Commission (NMC) has released revised guidelines for the assessment of Persons with Benchmark Disabilities (PwBD) seeking admission to the MBBS course through NEET UG 2026. The new framework shifts the focus from evaluating the type or percentage of disability to assessing whether a candidate can successfully complete medical education with reasonable support and accommodations.

According to the commission, the revised guidelines are aimed at ensuring equal opportunities for students with benchmark disabilities while maintaining the required standards of medical education, professional competence, and patient safety.

Disability Certificate Replaced with Eligibility Certificate

One of the most significant changes introduced by the NMC is the replacement of the existing "Disability Certificate" with an "Eligibility Certificate" for MBBS admissions.

Unlike the previous system, which primarily confirmed the presence or extent of a disability, the new Eligibility Certificate will assess a candidate's functional abilities and determine whether they can complete the MBBS programme with reasonable accommodations and institutional support.

The commission stated that the assessment will now focus on a student's ability to achieve the required medical competencies rather than on the disability itself.

Medical Assessment Boards Expanded from 16 to 61

To make the assessment process more accessible across the country, the NMC has increased the number of designated assessment centres.

The existing 16 medical boards have been renamed as Medical Assessment Boards (MABs), and their number has been expanded to 61 nationwide. The move is expected to reduce travel difficulties and make the certification process easier for candidates from different states.

Disability Alone Will Not Make Candidates Ineligible

The revised guidelines clearly state that having a benchmark disability will not automatically disqualify a candidate from pursuing an MBBS degree.

Instead, Medical Assessment Boards will evaluate whether students can achieve the required competencies after being provided with:

• Reasonable accommodations

• Assistive technologies

• Accessible learning environments

• Appropriate academic and clinical support

The NMC has clarified that no candidate can be declared ineligible solely because of their disability category or medical diagnosis.

NMC Introduces Clinical Accommodations

For the first time, the commission has formally introduced the concept of clinical accommodations for medical students with benchmark disabilities.

These accommodations include reasonable modifications that enable students to participate effectively in clinical training and patient care without compromising academic standards or patient safety.

The Eligibility Certificate will also specify the clinical accommodations required by each eligible candidate during the course of their medical education.

Every Medical College Must Establish an Enabling Unit

Under the revised framework, every NMC-recognised medical college will be required to establish an Enabling Unit to support students with benchmark disabilities.

The unit will be responsible for:

• Providing academic and clinical support

• Facilitating reasonable accommodations

• Ensuring a barrier-free learning environment

• Coordinating disability-related assistance within the institution

The initiative aims to create a more inclusive and accessible medical education system across the country.

Appeal Mechanism Introduced for Candidates

The NMC has also introduced an appeal mechanism for candidates who are dissatisfied with the decision of a Medical Assessment Board.

Such candidates will be allowed to file an appeal before the Directorate General of Health Services (DGHS) under the Union Ministry of Health and Family Welfare.

This provision is expected to make the assessment process more transparent and provide candidates with an opportunity to seek a review of their eligibility decisions.

Guidelines Based on RPwD Act and Constitutional Principles

According to the commission, the revised assessment framework has been prepared in accordance with the Rights of Persons with Disabilities (RPwD) Act, 2016, as well as the principles of equality guaranteed under the Constitution of India.

The competency-based assessment system aims to ensure that students with benchmark disabilities receive equal opportunities while preserving the quality of medical education and safeguarding patient care.

The new guidelines mark a significant shift towards a more inclusive admission process for MBBS courses. Instead of evaluating candidates solely on the basis of their disability, the NMC will assess whether they can successfully complete medical education with appropriate support and reasonable accommodations.
