UKSSSC pushes ahead with exams for 5,000 posts, vows zero tolerance after paper leak scandal

The Uttarakhand Subordinate Services Selection Commission (UKSSSC), battling the fallout of a recent paper leak in its graduation-level exam, has announced that all upcoming recruitment tests for over 5,000 government posts will be held as scheduled, with unprecedented security measures in place.

Chairman Ganesh Singh Martolia said on Wednesday that the commission will not allow the September 21 leak from a Haridwar exam centre to derail its recruitment calendar. “Right now, there is an exam on October 5, another on October 12, and then the physical efficiency test for foresters on October 28. By June 2026, exams for around 5,000 to 5,500 posts will be conducted as planned,” he told reporters.

Martolia clarified that of the 10,000–12,000 vacancies under the commission, tests for nearly 4,500–5,000 posts have already been completed, with results expected soon after document verification and physical tests.

To restore confidence, UKSSSC has moved to seal loopholes. The commission has held meetings with district magistrates and senior police officers, and has mandated biometric verification, full frisking of candidates—including shoe removal—and the installation of mobile jammers inside examination centres. Each venue will also be sanitised a day in advance and guarded by security forces until the test begins. Candidates must report at least two hours early.

The stepped-up measures come as police investigate the September paper leak. The main accused, Khalid Malik, admitted during interrogation that he had smuggled a phone into the centre a day before the test, clicked photos of three pages of the question paper, and sent them to his sister from a washroom.

Martolia stressed that the commission has “learned from past incidents” and will not allow malpractice to undermine recruitment. “Every precaution is being taken to ensure exams are held on time and without compromise,” he said.
