Bihar pushes hiring overhaul as government orders vacancy audit and rapid recruitment cycle

The Bihar government has launched a sweeping recruitment overhaul, directing all departments to submit updated vacancy lists to the General Administration Department (GAD) by December 31, 2025 — a move positioned as the first major step toward its ambitious goal of creating one crore jobs and employment opportunities between 2025 and 2030.

Employment generation, officials said, remains a central priority for the administration. Under the ongoing Saat Nischay-2 programme, the government claims to have created 50 lakh government jobs and related employment avenues between 2020 and 2025.

With the new government in place, Chief Minister Nitish Kumar has reportedly asked departments to fast-track pending appointments and ensure no sanctioned post remains idle.

The directive applies to all administrative units — including divisional commissioners, district magistrates, police offices, and autonomous bodies under the state. Once vacancy lists are submitted, the GAD will verify them and forward recruitment demands to the relevant commissions for approval and execution.

As part of the new framework, recruitment agencies have been instructed to publish a detailed, year-long recruitment calendar beginning January 2026. The calendar will specify advertisement windows, examination timelines and expected final results. Crucially, the government has capped the total recruitment process — from advertisement to declaration of results — to one year, regardless of the number of stages.

Transparency and exam integrity remain non-negotiable pillars of the overhaul. All commissions have been warned to maintain strict scrutiny against cheating and malpractice. In case of irregularities, agencies have been ordered to identify culprits and ensure fast-track legal action.

To support the accelerated hiring cycle, departments have also been asked to expand the number of computer-based testing (CBT) centres across the state, ensuring timely examination schedules and wider access for applicants.

Reaffirming its commitment to youth, the government said the renewed hiring drive aims not only to fill vacant seats but to build a fair, efficient and predictable recruitment system — one that strengthens public service machinery while giving Bihar’s young workforce a clearer pathway to opportunity.
