New Delhi: In a major step towards implementing the National Education Policy (NEP) 2020, the University Grants Commission (UGC) has allowed eligible higher education institutions to offer one-year postgraduate (PG) programmes through Open and Distance Learning (ODL) and online mode for students who have completed a four-year Bachelor's Degree with Honours.

The decision was announced through a UGC circular issued on July 28, replacing an earlier notification released on July 24. The move is expected to expand access to flexible postgraduate education for students while supporting the implementation of the National Education Policy (NEP) 2020 across online and distance learning programmes. 

Who Can Apply for One-Year PG Courses?

Only candidates who have completed a four-year Bachelor's Degree with Honours under the NEP framework will be eligible for admission to the newly introduced one-year postgraduate programmes. Students with a conventional three-year bachelor's degree will continue to follow the existing admission process for postgraduate courses as prescribed by universities and the UGC.

One-Year PG Courses Only for Eligible Universities

According to the UGC notification, only universities and higher education institutions that are already recognised or entitled by the UGC to offer a two-year postgraduate programme through ODL or online mode will be allowed to introduce a corresponding one-year postgraduate programme in the same discipline.

The commission has clarified that institutions cannot launch one-year PG programmes in new disciplines unless they already have approval to offer the equivalent two-year postgraduate course through the same mode.

This measure is intended to ensure that institutions maintain the required academic infrastructure and quality standards before introducing shorter postgraduate programmes.

Four-Year Honours Degree Mandatory for Admission

The UGC has made it mandatory for students to possess a four-year Bachelor's Degree with Honours to become eligible for admission to the newly introduced one-year postgraduate programmes.

The eligibility requirement is in line with the provisions of NEP 2020, which introduced the one-year master's pathway for students completing a four-year undergraduate programme.

Candidates holding traditional three-year bachelor's degrees will continue to follow the existing postgraduate admission framework as prescribed by universities and applicable regulations.

MBA, MCA and Other Professional Courses to Follow Existing Norms

The commission has clarified that admissions to professional postgraduate programmes such as MBA, MCA, PGDM, and similar courses will continue to follow the eligibility criteria prescribed by their respective regulatory bodies.

Universities offering these professional programmes must ensure compliance with the admission norms issued by the concerned statutory authorities from time to time.

UGC Directs Institutions to Maintain Academic Standards

The UGC has instructed all eligible institutions to ensure that the newly introduced one-year postgraduate programmes strictly comply with:

• National Education Policy (NEP) 2020

• UGC Curriculum and Credit Framework for Postgraduate Programmes

• UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020

• Subsequent amendments and applicable academic guidelines

The commission further stated that the curriculum, credit requirements, learning resources, assessment methods, and overall academic standards of the one-year programmes must remain consistent with the existing UGC regulations governing postgraduate education.

What the New Guidelines Mean for Students

The latest decision is expected to benefit students who have completed a four-year honours degree and wish to pursue higher education through flexible learning modes without compromising academic quality.

The introduction of one-year postgraduate programmes through online and ODL mode is also expected to improve access to postgraduate education for working professionals and students who prefer remote learning.

However, students should verify that their chosen university is recognised by the UGC to offer the corresponding two-year online or ODL postgraduate programme before applying for the one-year course.
