New Delhi: In a significant move to expand flexible higher education, the University Grants Commission (UGC) has allowed eligible universities to offer one-year postgraduate (PG) programmes through Open and Distance Learning (ODL) and online mode. The decision, introduced under the National Education Policy (NEP) 2020, will benefit students who have completed a four-year bachelor's degree by enabling them to earn a master's degree in just one year. 

According to the latest UGC notification, universities that are already recognized or entitled by the commission to offer two-year postgraduate programmes through ODL or online mode may now introduce corresponding one-year PG programmes in the same discipline, subject to the prescribed regulations.

Eligibility for One-Year PG Programmes

Students seeking admission to the newly permitted one-year postgraduate courses must have successfully completed a four-year undergraduate degree from a recognized institution.

The UGC clarified that the provision has been introduced in accordance with the academic framework outlined under NEP 2020, which promotes greater flexibility in higher education and multiple academic pathways.

Universities Must Meet UGC Recognition Requirements

The UGC has made it clear that universities cannot introduce one-year online or distance PG programmes unless they already have approval to offer the corresponding two-year postgraduate programme through ODL or online mode.

The notification states:

"Accordingly, HEIs already recognised or entitled by the UGC to offer a two-year postgraduate programme through ODL or online mode may offer a one-year postgraduate programme in the same discipline."

This means only eligible institutions with existing UGC recognition can launch the shorter postgraduate programmes.

Professional Courses Must Follow Regulatory Norms

For professional programmes such as MBA and MCA, the UGC has directed universities to strictly follow the eligibility requirements and academic standards prescribed by the respective statutory and regulatory bodies.

Additionally, institutions must ensure compliance with UGC regulations related to:

• Curriculum design

• Learning resources

• Credit framework

• Assessment methods

• Academic quality standards

Delhi University Already Offers One-Year PG Courses

The University of Delhi currently offers 46 one-year postgraduate programmes, including courses such as:

• MSc in Biochemistry

• MCom

• MA in Arabic

• MA in Bengali

Recently, the university constituted a six-member committee to examine proposals for increasing seats in these one-year PG programmes. The panel has been asked to submit its recommendations within 10 days.

Challenges in Implementing the New Framework

Although the UGC has issued the guidelines, implementation may vary across states.

According to reports, officials from several universities in Tamil Nadu pointed out that the state's colleges are yet to fully introduce four-year undergraduate degree programmes, making students currently ineligible for the one-year postgraduate pathway.

An official from the University of Madras stated that while the university has received the UGC circular, the state government must first take a policy decision regarding the implementation of four-year undergraduate programmes before one-year PG courses can be introduced.

Former Vice-Chancellor P. Duraisamy observed that introducing four-year UG programmes would help students benefit from future higher education reforms under NEP 2020.

Similarly, former Alagappa University Vice-Chancellor S. Subbiah suggested that students in Tamil Nadu should receive temporary exemptions until the four-year undergraduate system is fully implemented, noting that many international universities already offer one-year postgraduate degrees.

The UGC's latest decision is expected to provide greater flexibility for students pursuing higher education through distance and online learning. Those who have completed a four-year bachelor's degree may now be able to complete their postgraduate studies in just one year, provided their chosen university has the necessary UGC approval.
